The concept of policy is really an active one. It is really
crucial one in educational planning.so it is important to describe it first. Policy
is defined by MOFF 94 as “to influence the behavior of a manager or managed
objects.” It is that policies are based on management goals and are used to
define the structure and steps to be followed in accomplishment of it. Policy
is used to bring a resolution or boom. Policy
making is first step in a planning cycle. It can change features of the
enduring management activities in the institution (Wies,

Education policy:

The collection of rules and
proper formal formats made by the government in educational sphere to govern
the operation of education system is called “Education policy”. Today research is
being done that how educational institutions are working and what is their
format of working and being managed. For this a policy, a proper strategy is
taken into account that is studied as educational policy. The purposes of
education are diverse and takes place in many forms by different institutions. In
governments throughout the world there is great focus on education policy on
the agenda. Education policy focuses on effect in economic and social

Education policy of Pakistan:

In 1947 when subcontinent got parted I.e. partition of
India. Pakistan came out to be an independent country. It was weak and unstable
at that time. It was an Islamic Republic comprising of 4 provinces: Punjab,
Sindh, Baluchistan and North-West Frontier Province (NWFP) now known as Khyber
Pakhtoon Khawa, FATA, FANA and 14 princely states. At that time population was

now according to census of 2017 has grown to 207.8 excluding Gilgit baltistan

The majority of our population is Muslim,
but our education system is British influenced one. Ministry of Education of
government of Pakistan overlooks it mainly. The
academic institution are the responsibility of provisional government.

Federal government is
responsible for curriculum development, accreditation & some finance

Information System (NEMIS) in Pakistan is basically the one which collects the
data of education annually. Education system is examination based, it may be
annual system or semester system. Government and private both sectors are
there. Government education is affordable than private.


Levels of education:

 Higher Education Council is there, Education system
in Pakistan has six levels generally which are, concisely divided into three
primary secondary and tertiary level. Primary education in Pakistan starts from
age of 4 and then goes on. But literacy rate is low and the dropout is really
high as almost 40% students enroll in secondary schools.  Following table illustrates different levels
with age groups of education in Pakistan:
